The ICC’s first investigation was opened after the official referral by President Joseph Kabila of the Democratic Republic of Congo (DRC) on 3 March 2004. Millions of civilians in Congo have died as a result of conflict since 1996, and serious crimes were still being committed after 1 July 2002. This applies in particular in the eastern region of Ituri and Kivu, where a pattern of rape, torture, forced displacement and the illegal use of child soldiers was reported. (more)
